Bachelor’s degree in Human Resources, Business Administration or related field with twelve (12) or more years of progressively responsible Human Resources experience including five (5) to eight (8) years managerial/supervisory experience.

Job Description

The Vice President of Human Resources provides strategic leadership in developing human resources programs and policies in support of the institution’s overall strategic plan. Serves as an advisor to executive leadership regarding key institution and management issues, specifically in the areas of talent management, change management, performance management, professional development, compensation and customized benefits related training. Develops and implements organization-wide personnel policies and programs encompassing all aspects of human resource management including recruitment, employee relations, compensation, benefits, administration, professional development and Human Resources Information Systems (HRIS) . Ensures compliance with all labor laws and emphasizes a high level of customer service and operational effectiveness .

Preferred Qualifications

Master’s degree preferred. Experience in higher education, an academic medical setting or healthcare preferred.

Creates and implements the strategic vision for the human resources function while providing leadership for all aspects of the department including the selection and development of employees, establishing compensation levels, managing the department budget, coaching and counseling employees and setting departmental goals that align with the institution’s strategic plan. Recommends, revises and implements HR programs and policies while ensuring compliance with state and federal laws and regulations as well as UT System regulations. Manages and directs the operational activities of the department, including recruitment, employee relations, benefits, compensation, and HR programs and systems.

Interacts and consults with executive leadership and other key leaders across the institution to provide advice and counsel on all human resources matters. Serves as a collaborative and strategic partner to find innovative solutions to accomplish institutional or departmental objectives. Provides oversight regarding staff performance concerns and the resolution of employee relations issues.

Recommends and develops leadership and management skill building programs to address key developmental needs. Recommend programs that focus on recruiting and retaining top talent and that encourage the development of that talent. Ensures that recruitment and selection processes are legally compliant, cost effective and consistent with objectives relating to affirmative action and diversity. Identifies and develops processes to ensure appropriate licensure, background and other screening requirements are being met.

In compliance with UT system and State benefit plans and policies, oversees benefit administration for the institution including enrollment of participants and communication of plans. Additionally, communicates needs/concerns to Executive leadership of the institution.

Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that the department operations are effective and efficient. Additionally, ensures that department assets are safeguarded, financial information is reliable and the department complies with all applicable laws, regulations, policies and procedures.
